The Chief Human Resources Officer provides vision, leadership, and strategic direction for the human resources activities of the university. This position oversees the recruitment, training, development, and engagement of talent for all divisions of the institution. Responsibilities include the administration of personnel and labor relations policy for approximately 1270 classified and unclassified administrators, managers, faculty, professional, clerical, and maintenance employees; adherence to collective bargaining agreements; recruitment, and onboarding processes for all positions; employee engagement and performance management; leadership and staff training and development; classification, compensation, and benefits administration; HRIS systems administration; and supervision of the Human Resources office. Principles of diversity, affirmative action, and equal employment opportunity will be applied to all university human resources practices. This position involves significant discretion and substantial involvement in the development, interpretation, and implementation of university policy. This position provides confidential advice to the president and administrative team.

DUTIES AND DELEGATED RESPONSIBILITIES:

1. Collective Bargaining Agreement and Personnel Plan Administration: Provide leadership, direction, policy and procedure development and implementation in the area of collective bargaining agreement and personnel plan administration.

  • Administer the AFSCME, MAPE, MMA, IFO, Commissioner’s Plan, and MnSCU Administrator Plan for the university.
  • Provide detailed interpretation of those agreements and plans and serve as a resource person for employees, supervisors and administration in the interpretation and implementation of all related terms and conditions of employment with the university and the State of Minnesota.
  • Maintain effective and collaborative relationships with local and state-wide union leadership.
  • Actively participate in labor/management meetings with the president including agenda development and follow-up on action items presented at those meetings.
  • Conduct training for appropriate staff on labor relations topics as necessary.

Metropolitan State is seeking applicants for the position of Student Development and Programming. This is a full-time, probationary position within the Student Affairs Division. This position supervises the units of Student Life and Leadership Development (SLLD), Career Services, New Student Orientation (NSO), Student Center, and Gender and Sexuality Student Support Office (GSSSO) and serves as the University’s subject matter expert and authority in all aspects of these campus life activities.

This position also provides visionary leadership in the administration and organization of SLLD, Career Services, NSO, GSSSO, and Student Center for a campus of approximately 11,000 students, and several thousand alumni including resources directed to develop career exploration, job search, and other career-related professional development skills for students.   • Provide overall leadership and management to the SLLD program, Career Services, NSO, GSSSO, and the University Student Center.
  • Supervise staff; assign job duties, train and direct employees in execution of job responsibilities to achieve annual work plan objectives. Evaluate employee performance.
  • Develop and implement tactical and strategic plans for the S.L.L.D., Career Services, GSSSO, and University Student Center departments.
  • Develop and implement work plans to achieve identified goal(s). Assure alignment and assessment of activities with student affairs and university strategic initiatives.

  • Responsible for the management and oversight of the budget process that includes reviewing and approving departmental/area expenses, coordinating multiple funding sources, implementing budget decisions, determine and implement technology, equipment and facility needs and ensure compliance with guidelines set forth by the State of Minnesota, MnSCU and Metropolitan State University.
  • Conduct research to analyze and strengthen the Universities Campus Life program(s) and Career Services.
  • Provide leadership and service for the Division of Student Affairs initiatives. Attend MnSCU, university and division events, representing the departments and division. This position will also work closely with other student affairs offices and the division leadership in the planning, execution and analysis of retention activities.
  • Collaborate with staff, faculty and administrators to ensure that the college’s strategic initiatives and learning outcomes encompass co-curricular programming, services and activities.
  • Create strategic framework designed to engage faculty and administrators in the area of career development for all students, particularly undecided students.
  • Represent the student perspective in strategic planning initiatives.
  • Serve as an advocate for students as a member of the Universities AQIP Action plan and Systems Portfolio teams.
  • Train and mentor faculty/staff to serve as advisors to student clubs and organizations.
  • Create structures and systems to ensure the smooth functioning of campus Student life and Career Services.

Minimum Qualifications:

  • Masters degree in higher education, student affairs or other closely related discipline.
