Review of Fiscal Year 2007 Audited Financial Statements
The Board of Trustees approved the release of the fiscal year 2007 audited financial statements, as submitted.

Internal Audit Report on Student Success Measures and Systems
The Board of Trustees approved the colleges and universities need to fully implement DARS and CAS by December 31, 2007 or receive approval from the Senior Vice Chancellor and the Chair of the Audit Committee for an implementation plan and timeline later than December 31, 2007, but in no event later than the academic year.

Recommendation of Ad Hoc Committee on System and Institutional Assessment System and Institutional Assessment
The Board of Trustees accepted the recommendations of the Ad Hoc Committee on System and Institutional Assessment for:

  • Ten key measures, aligned with the system's strategic plan, that provide a focused scorecard for system and institutional performance,
  • A process for establishing performance thresholds that permit comparisons to system targets, external benchmarks, an expected value, or historical trends, and
  • A reporting system that will present system and institutional level performance in easy-to-understand formats and available to anyone on the system Web site.
The Board directs the Academic and Student Affairs Committee to monitor and provide direction on further development of the scorecard and report to the Board in March, 2008. It is the intention of the Board to make the scorecard available for public use, absent serious problems or challenges, as soon as practical thereafter.

Winona State University Real Property Acquisition
The Board of Trustees approved the acquisition of the Cotter Junior High (now Wabasha Hall), 101 East 7th Street, and the John Nett Center, 351 Lafayette Street, both in Winona, Minnesota, subject to the completion of additional due diligence and approval of all documents by the Attorney General's Office.

Vermilion Community College Real Property Acquisition
The Board of Trustees approved the acquisition of the 40 acres adjacent to Vermilion Community College, subject to the completion of additional due diligence and approval of all documents by the Attorney General's Office.
