FY 2007 Operating Budget Including Tuition and Fees
The Board of Trustees adopted the following motion:

1. Approved the annual total operating budget and general fund budget for FY2007 in tables 2 and 3 (as shown on pages 77 and 78 of the January 2006, board packet).

2. Approved the proposed tuition structure recommendations for FY2007 not to exceed the rates as detailed on attachment 1A, 1B, 1C and 1D (as shown on pages 86-97 of the January 2006, board packet). The percentage impact of resident tuition rates represents the maximum amount that can be applied to other tuition rates charged by the institution not impacted by reciprocity agreements such as nonresident and off campus rates.

The tuition increase is effective Summer Session or Fall Semester, 2006 at the discretion of the president. The chancellor is authorized to approve tuition structures for new courses or programs proposed after this date and is requested to incorporate any approvals at the time FY2008 tuition recommendations are presented to the Board. The Board continues the policy of market-driven tuition for closed enrollment courses, customized training, non-credit instruction, continuing education, distance learning and contract postsecondary enrollment option programs.

3. The Chancellor is requested to return to the Board at the conclusion of the 2006 legislative session with any recommendations for adjustments to the approved college/university budgets as a result of the supplemental budget request.

2006-2010 Strategic Plan Approved
The Board of Trustees approved the 2006-2010 System Strategic Plan.

Strategic Direction 1: Increase access and opportunity

Strategic Direction 2: Promote and measure high-quality learning programs and services

Strategic Direction 3: Provide programs and services integral to state and regional economic needs

Strategic Direction 4: Innovate to meet current and future educational needs efficiently

State Universities Dining Service Contracts
The Board of Trustees authorized the Chancellor or his designee to negotiate and execute the six dining service contracts at Bemidji State University , Minnesota State University Moorhead , Minnesota State University , Mankato , St. Cloud State University , Southwest Minnesota State University and Winona State University consistent with the terms described on pages 99-101 of the January 2006, board meeting materials.

Defined Contribution Retirement (DCR) Plan and Tax Sheltered Annuity (TSA) Program Recordkeeping/Administration Contract
The Board of Trustees authorized the Chancellor or his designee to negotiate and execute a Defined Contribution Retirement Plan and Tax Sheltered Annuity Program Recordkeeping/Administration contract consistent with the terms described on pages 125-128 of the January 2006, board meeting materials.
