Appointment of Executive Director/Board Secretary
The Board of Trustees approved the appointment of Robert McFarlin as the
Executive Director/Board Secretary for the MnSCU Board of Trustees, effective
August 2, 1999, under the terms and conditions of the Personnel Plan for
MnSCU Administrators. Mr. McFarlin has been director of public affairs
and chief of staff for the Minnesota Department of Transportation since
1992.
FY 2000-2005 Capital Budget Recommendations
The Board of Trustees approved the FY 2000-2005 Capital Budget Plan
totaling $230.1 million, and authorized the Chancellor to forward the
program to the Governor for consideration in the FY 2000 state capital
improvement program.
Gift to Moorhead State University
The Board of Trustees approved the grant of $222,098 from the Dakota
Medical Foundation to Moorhead State University.
Assigned Fields Policy
The Board of Trustees approved amendments to Board Policy 4.3, Designation
of Assigned Fields/Designated Assignments and Minimum Qualifications
for MCCFA Faculty.
Mission Review: South Central College and Minnesota State
College-Southeast Technical
The Board of Trustees approved the mission statements of South Central College and Minnesota State College-Southeast Technical.
Proposed Amendment to MnSCU Policy 3.17 Degrees, Diplomas, and Certificates
The Board of Trustees approved the amendment to MnSCU Policy 3.17 Degrees,
Diplomas, and Certificates. The date of implementation is July 1, 1999.
Proposed Policy 3.24 System and Institutional Missions
The Board of Trustees approved MnSCU Policy 3.24 System and Institutional
Missions. The date of implementation is July 1, 1999.
Proposed Policy 3.25 Degree Granting Authority
The Board of Trustees approved MnSCU Policy 3.25 Degree Granting Authority
and repealed Technical College carry-over policy and standards 2.3.4.0
Awards. The date of implementation is July 1, 1999.
Program Approval: BS, Environmental Studies, St. Cloud State University
The Board of Trustees approved the request by St. Cloud State University
to offer a BS degree in Environmental Studies. Program implementation
is Fall, 1999.
Program Approval: Certificate, American Indian Studies, and Certificate,
Ojibwe Studies, Central Lakes College, Brainerd
The Board of Trustees approved the request by Central Lakes College
to offer two certificates in American Indian Studies and Ojibwe Studies
at the Brainerd Campus. Program implementation is July 1, 1999.

The Board of Trustees approved the request by Central Lakes College
to offer a new certificate in Environmental Studies at the Brainerd
Campus. Program implementation is July 1, 2000.
Program Approval: AAS, Manufacturing Engineering Technology, Hennepin
Technical College, Brooklyn Park
The Board of Trustees approved the request by Hennepin Technical College
to offer a new AAS in Manufacturing Technology at the Brooklyn Park
Campus. Program implementation is August 23, 1999.
Program Approval: Diploma, Professional Automotive Service Advisor,
Hennepin Technical College, Brooklyn Park
The Board of Trustees approved the request by Hennepin Technical College
to offer a new diploma in Professional Automotive Service Advisor at
the Brooklyn Park Campus. Program implementation is August 23, 1999.
Program Approval: Certificate, Health Unit Coordinator, Pine Technical
College
The Board of Trustees approved the request by Pine Technical College
to offer a certificate in Health Unit Coordinator. Program implementation
is August 1, 1999.
Program Approval: AAS, Echocardiography, St. Cloud Technical College
The Board of Trustees approved the request by St. Cloud Technical College
to offer an Associate in Applied Science in Echocardiography. Program
implementation is August 1, 1999.
Program Closures
The Board of Trustees approved the following program closures:
- AAS, Sign Language Interpreter Preparation, Itasca Community College
- Certificate, Emergency Medical Services, Central Lakes College,
Brainerd and Staples
Proposed FY 2000 Audit Plan
