MnSCU Board of Trustees Elect New Officers
The MnSCU Board of Trustees elected the following officers at their annual
meeting: Michael Vekich as chair, Christine Fritsche as vice chair, Denise Stephens
as secretary, and Stephen L. Maxwell as treasurer for a one-year term, effective
October 1, 1997. Michael Vekich replaces William Ulland, who served as chair since
October 1996. The other officers will begin serving their second terms on October
1, 1997.

Senior Vice Chancellor for Academic and Student Affairs
The Board of Trustees unanimously approved Chancellor Anderson's recommendation
for senior vice chancellor for academic and student affairs and appointed Dr.
Linda Baer to the position, effective November 3, 1997. Dr. Baer is currently
the senior vice president for academic and student affairs at Bemidji State
University, and holds a Ph.D. in sociology from Washington State University.

Vice Chancellor for Human Resources
The Board of Trustees unanimously approved Chancellor Anderson's recommendation
and appointed William Tschida as vice chancellor for human resources, effective
November 3, 1997. For the past twenty-one years, Mr. Tschida has served as human
resource director at St. Cloud State University, and has a master's degree from
St. Cloud State University.
Provost, University Center Rochester
The Board of Trustees unanimously approved the appointment of Dr. Dale Bower
as provost, University Center Rochester. The University Center Rochester represents
a unique collaboration between MnSCU and the University of Minnesota, whose
Board of Regents also approved the appointment of Dr. Bower, effective November
15, 1997, Dr. Bower is currently the vice president of academic affairs at the
State University of New York College of Technology in Canton, New York.

Appointment of Director of Internal Audit
The Board of Trustees unanimously approved the appointment of John G. Asmussen
as the executive director of internal auditing, effective November 1, 1997.
Mr. Asmussen is currently the deputy legislative auditor, financial audit division
of the Office of the Legislative Auditor, and has worked with the legislative
auditor's office for twenty-one years.

Mankato State University Land Sale
The Board of Trustees approved, on behalf of Mankato State University, the
sale of 2.66 acres of land in the amount of $14,000 and the granting of a permanent
easement to the city of Mankato. The purpose of the sale is to construct a detention
basin for completion of the Highland area drainage district near the campus.
Program Approval: Bachelor of Arts Degree Program in Biology --Metropolitan
State University
The Board of Trustees approved the request by Metropolitan State University
to offer a Bachelor of Arts degree program in Biology. The program is scheduled
to start in the fall of 1998.
Program Approval: Master of Science in Public and Nonprofit Institutions
- St. Cloud State University
The Board of Trustees approved the request by St. Cloud State University
to offer a Master of Science in Public and Nonprofit Institutions. The program
is scheduled to start in the fall of 1997.
Proposed Amendment to MnSCU Policy 3.9 Licensure of Technical College Faculty
The Board of Trustees approved an amendment to MnSCU
Policy 3.9, Licensure of Technical College Faculty, Vocational Technical
Instructors and Licensure of Technical College Faculty. The amendment adopts
policies for licensure of teaching personnel in technical colleges and for vocational
technical instructors teaching outside the Minnesota State Colleges and Universities
system.
Tuition Waivers for Wards of the State
The Board of Trustees approved a tuition waiver for wards of the state by
authorizing presidents to waive tuition for persons under the age of 21 who
are under the guardianship of the commissioner of human services in accordance
with procedures established by the chancellor.
