The Board of Trustees Give Thanks and Say Good-byes
The Board of Trustees thanked Chancellor Judith S. Eaton for her energy, intellect and dedication as MnSCU's founding chancellor. Chancellor Eaton's last day at MnSCU is June 30, 1997. She assumes the duties of president of the Council for Higher Education Accreditation, in Washington, D.C., in September.
The Board of Trustees thanked Trustee Randall W. Knudson for his significant contributions to MnSCU. As student trustee, Mr. Knudson's term expires July 1, 1997. Mr. Knudson graduated with a Bachelor of Science degree in Business Administration from Winona State University earlier this month.
The Board of Trustees also thanked Executive Vice Chancellor and Chief Operating Officer Lee Kerschner for his invaluable expertise and guidance.
BOARD ACTIONS
1998-2003 Strategic Capital Budget Program
The Board of Trustees approved a six-year, 1998-2003 Strategic Capital Program
as follows: 23 projects for a total of $185.6 million for the 1998-1999 biennia,
of which $91 million are HEAPR (life, safety and health); 13 projects for the
2000-2001 biennia for a total of $154 million; and $141 million for an unspecified
number of projects for the 2002-2003 biennia. The total six-year, 1998-2003

North Hennepin Community College Land Purchase
On behalf of North Hennepin Community College, the Board of Trustees approved
the purchase of eight acres of land, in the amount of $240,000, and the granting
of easements requested by Greenbrook, Inc., and the City of Brooklyn Park.
Amendment to MnSCU Policy 1A.1, Appointing Board Members as Ex-Officio Members
of Committees
The Board of Trustees approved an amendment to MnSCU
Policy 1A.1- Governing Board Operating Procedures that requires the board
chair to appoint all non committee members of the board to every committee as
ex-officio members. These ex-officio members will be allowed to fully participate
in the discussion and deliberations but do not have the power to vote and will
not be included as a quorum of the committee.
Program Approval: Library Information Technology - Northwest Technical College
and Fergus Falls Community College
The Board of Trustees approved the request by Northwest Technical College
and Fergus Falls Community College to offer an Associate in Applied Science
in Library and Information Technology. The program is scheduled to start in
the fall of 1997.
Public Hearing on FY 1998 College and University Operating Budgets and Tuition
Recommendations
A joint meeting of the Fiscal Policy and Educational Policy Committees held
a public hearing on Wednesday, June 18, 1997, from 9:00 am until 11:30 am, to
hear testimony on MnSCU's FY 1998 College and University Operating Budgets and
Tuition Recommendations. Seventeen people testified and the majority of them
urged the board not to increase tuition rates. The Board is scheduled to take
action on this item at their July, 16, 1997 meeting.
