Procedure 6.4.2 (State College & University) Facilities Usage and Rental

Part 1. Authority.

The mandates reduction bill (H.F. 2206), Section 24 gives the campuses of the Minnesota State Colleges and Universities the authority to charge the Commissioner of the Department of Employee Relations for actual costs incurred in providing campus facilities for the administration of state employment examinations, provided that the costs were incurred due solely to the examination.

Part 2. Calculating Operating Expenses

If a college or university decides to charge the Department of Employee Relations for actual costs incurred in providing campus facilities solely for conducting state employment examinations, the optional charges are limited to the following:

    1. An amount to cover the actual cost of custodial and/or other staff paid beyond normal work hours.
    2. Any material reproduction costs directly associated with the examination.
    3. Utility costs directly associated with the examination.
    4. Equipment usage cost directly associated with the examination.

Part 3. Accountability

The college or university president or his/her designee shall approve and verify charges to the Department of Employee Relations for the actual costs of using campus facilities for conducting state employment examinations. Invoices to the Department of Employee Relations shall contain a description of the charges. Records shall be kept on file until audited.
