3.25 Degree Granting Authority

Part 1. Recognition. The Board of Trustees recognizes four broad classes of institutions within the MnSCU: community colleges, community and technical colleges, technical colleges, and universities.

Part 2. Authority Delegation. The Board of Trustees delegates authority to the colleges and universities to award degrees, diplomas, and certificates in programs approved by the chancellor and to offer the educational programming required to support these awards.

Part 3. Authority for Specific Degrees, Diplomas and Certificates. Authority to award a specific degree or type of degree is explicitly granted in this policy. An institution may petition to offer a degree for which specific authority is not granted in this policy by submitting a detailed proposal/plan for consideration.

    1. Baccalaureate and post-baccalaureate or graduate degree programs may be delivered and these degrees conferred by universities;
    2. Associate in Arts (AA) degree programs may be delivered and these degrees conferred by a community college, community and technical college , or university.
    3. Associate in Fine Arts (AFA) degree programs may be delivered and these degrees conferred by a community college, community and technical college, or university.
    4. Associate in Science (AS) degree programs may be delivered and these degrees conferred by any college or university.
    5. Associate in Applied Science (AAS) degree programs may be delivered and these degrees conferred by any college.
    6. Diploma programs may be delivered and the award conferred by any college.
    7. Certificates/Certificate programs, except for Graduate Certificates, may be delivered and the award conferred by any college or university. Graduate Certificates may be awarded only by universities.
